Is permission required?

For temporary flag poles, then it is not likely that you will need to seek permission, but it is always worthwhile to check with your local planning authorities to check that you aren't contravening any local regulations. The authorities may be interested in not just the height and location of your flag poles but also the nature of the flag that you want to fly.
